General Provisions Sec. 701. Section 345 of the Department of Transportation and Related Agencies Appropriations Act, 1992, as amended by section 353 of the Department of Transportation and Related Agencies Appropriations Act, 1993, is amended by adding at the end thereof the following: “(7) The Metropolitan New York Aircraft Noise Mitigation Committee established under this section shall not be subject to the Federal Advisory Committee Act”. Sec. 702. Funds made available under the Department of Transportation and Related Agencies Appropriations Act, 1993, for the fuel cell buses program under the Federal Transit Administration’s Discretionary grants account shall be transferred to that agency’s Transit Planning and Research account and be administered in accordance with section 6 of the Federal Transit Act, as amended.
