SEC. 406. EFFECTIVE DATE. (a) Commission.— The amendments made by sections 401 through 402 will take effect on October 1, 1993. (b) ACTION.— The amendments made by sections 404 and 405 shall take effect on the effective date of section 203(c)(2).
