COMPENSATION AUTHORITY.
SEC. 1378. COMPENSATION AUTHORITY. If— 102 STAT. 1223 (1) the President has taken action under section 1376(a) with respect to any foreign country, and (2) such action is found to be inconsistent with the international obligations of the United States, including the General Agreement on Tariffs and Trade, the President may enter into trade agreements with such foreign country for the purpose of granting new concessions as compensation for such action in order to maintain the general level of reciprocal and mutually advantageous concessions.
