SEC. 1093. SENSE OF SENATE REGARDING FEDERAL SPENDING. It is the sense of the Senate that in pursuit of a balanced Federal budget, Congress should exercise fiscal restraint, particularly in authorizing spending not requested by the executive branch and in proposing new programs.
