limitation on assistance for haiti Sec. 583. (a) Limitation.— None of the funds appropriated or otherwise made available by this Act, may be provided to the Government of Haiti until the President reports to Congress that— (1) the Government is conducting thorough investigations of extrajudicial and political killings; and (2) the Government is cooperating with United States authorities in the investigations of political and extrajudicial killings. (b) Nothing in this section shall be construed to restrict the provision of humanitarian or electoral assistance. (c) The President may waive the requirements of this section if he determines and certifies to the appropriate committees of Congress that it is in the national interest of the United States or necessary to assure the safe and timely withdrawal of American forces from Haiti.
