SEC. 211. SUPPORT OF NONGOVERNMENTAL ORGANIZATIONS. (a) In General.— Section 306(b) of the Agricultural Trade Development and Assistance Act of 1954 (7 U.S.C. 1727e(b)) is amended— (1) in the subsection heading, by striking “Indigenous Non-Governmental” and inserting “Nongovernmental”; and (2) by striking “utilization of indigenous” and inserting “utilization of”. (b) Conforming Amendment.— Section 402 of the Agricultural Trade Development and Assistance Act of 1954 (7 U.S.C. 1732) is amended by striking paragraph (6) and inserting the following: “(6) Nongovernmental organization.— The term ‘nongovernmental organization’ means an organization that works at the local level to solve development problems in a foreign country in which the organization is located, except that the term does not include an organization that is primarily an agency or instrumentality of the government of the foreign country.”.
