SEC. 215. USE OF COMMODITY CREDIT CORPORATION. Section 406 of the Agricultural Trade Development and Assistance Act of 1954 (7 U.S.C. 1736) is amended— (1) in subsection (a), by striking “shall” and inserting “may”; and (2) in subsection (b)— (A) by striking “this Act” and inserting “titles II and III”; and (B) by striking paragraph (4) and inserting the following: 110 STAT. 957 “(4) the vessel freight charges from United States ports or designated Canadian transshipment ports, as determined by the Secretary, to designated ports of entry abroad;”.
