INTERNATIONAL COTTON ADVISORY COMMITTEE.

SEC. 283. INTERNATIONAL COTTON ADVISORY COMMITTEE. (a) In General.— The President shall ensure that the Government of the United States participates as a full member of the International Cotton Advisory Committee. (b) Representation by the Secretary.— The Secretary of Agriculture shall represent the Government of the United States as a member of the International Cotton Advisory Committee and shall delegate the primary responsibility to represent the Government of the United States to appropriately qualified individuals.
