The Secretary of Agriculture may obligate not more than $5,000,000, from funds appropriated for agriculture buildings and 110 STAT. 1197facilities and rental payments, for the improvement of State and local roads relating to the construction of an office complex at the Beltsville Agriculture Research Center, Maryland, as part of the implementation of the Department of Agriculture Washington Area Strategic Space Plan.
