SEC. 898. ACTIVITIES SUBJECT TO AVAILABILITY OF APPROPRIATIONS. During each of fiscal years 1998 through 2002, the Secretary of Agriculture shall conduct only those agricultural research, extension, and education activities and initiatives of the Department of Agriculture for which funds are specifically provided for the fiscal year in an appropriation Act.
