Sec. 2902. Title I of Public Law 104–52 is hereby amended by adding the following new section under the heading “administrative provisions—internal revenue service”: “Sec. 3. The funds provided in this Act shall be used to provide a level of service, staffing, and funding for Taxpayer Services Division operations which is not less than that provided in fiscal year 1995.”.
