APPROVAL OF APPLICATION.

SEC. 6046. APPROVAL OF APPLICATION. (a) In General.— The Secretary shall approve applications in accordance with uniform criteria established by the Secretary. (b) Restriction.— The Secretary may not approve an application if the State educational agency for the State in which the institution is located, or, in the case of a consortium of institutions, in which any institution in the consortium is located, notifies the Secretary that the application is inconsistent with State plans for elementary and secondary education in the State.
