Sec. 104. Funds shall be available for carrying out Title IV-B of the Job Training Partnership Act, notwithstanding section 427(c) of that Act, if a Job Corps center fails to meet national performance standards established by the Secretary. This title may be cited as the “Department of Labor Appropriations Act, 1996”.
