SEC. 5421. COMPETITIVENESS IMPACT STATEMENTS. (a) The President or the head of the appropriate department or agency of the Federal Government shall include in every recommendation or report made to the Congress on legislation which may affect the ability of United States firms to compete in domestic and international commerce a statement of the impact of such legislation on— (1) the international trade and public interest of the United States, and (2) the ability of United States firms engaged in the manufacture, sale, distribution, or provision of goods or services to compete in foreign or domestic markets. (b) This section provides no private right of action as to the need for or adequacy of the statement required by subsection (a). (c) This section shall cease to be effective six years from the date of enactment.
