SEC. 212. SPACE-BASED INFRARED SYSTEM PROGRAM. (a) Funding.— Funds appropriated pursuant to the authorization of appropriations in section 201(3) are authorized to be made available for the Space-Based Infrared System program for purposes and in amounts as follows: (1) For Space Segment High, $173,290,000. (2) For Space Segment Low (the Space and Missile Tracking System), $247,221,000. (3) For Cobra Brass, $6,930,000. (b) Limitation.— Not more than $100,000,000 of the funds authorized to be made available under subsection (a)(1) may be obligated or expended until the Secretary of Defense certifies to Congress that the Secretary has made available the funds authorized to be made available under subsection (a)(2) for the purpose of accelerating the deployment of the Space Segment Low (the Space and Missile Tracking System). (c) Program Management.— Before the submission of the President’s budget for fiscal year 1998, the Secretary of Defense shall conduct a review of the appropriate management responsibilities for the Space and Missile Tracking System, including whether transferring such management responsibility from the Air Force to the Ballistic Missile Defense Organization would result in improved program efficiencies and support.
