SEC. 831. YEAR 2000 SOFTWARE CONVERSION. (a) Year 2000 Software Conversion.— The Secretary of Defense shall ensure that, as soon as practicable, all information technology acquired by the Department of Defense pursuant to contracts entered into after September 30, 1996, has the capabilities to process date and date-related data in 2000. (b) Assessment.— The Secretary, acting through the chief information officers within the department (as designated pursuant to section 3506 of title 44, United States Code), shall assess all information technology within the Department of Defense to determine the extent to which such technology has the capabilities to operate effectively. (c) Plan.— Not later than January 1, 1997, the Secretary shall submit to Congress a detailed plan for eliminating any deficiencies identified pursuant to subsection (b). The plan shall include— (1) a list of affected major systems; (2) a description of how the deficiencies could affect the national security of the United States; and 110 STAT. 2616 (3) an estimate and prioritization of the resources that are necessary to eliminate the deficiencies.
