SEC. 1816. DEFINITION OF STATE. For purposes of this title, the term “State” includes the District of Columbia, the Commonwealth of Puerto Rico, the 110 STAT. 2763Commonwealth of the Northern Mariana Islands, and the territories and possessions of the United States.
