SEC. 104. IMPROVEMENT IN BORDER CROSSING IDENTIFICATION CARD. (a) In General.— Section 101(a)(6) (8 U.S.C. 1101(a)(6)) is amended by adding at the end the following: “Such regulations shall provide that (A) each such document include a biometric identifier (such as the fingerprint or handprint of the alien) that is machine readable and (B) an alien presenting a border crossing 110 STAT. 3009–556identification card is not permitted to cross over the border into the United States unless the biometric identifier contained on the card matches the appropriate biometric characteristic of the alien.”. (b) Effective Dates.— (1) Clause a.— Clause (A) of the sentence added by the amendment made by subsection (a) shall apply to documents issued on or after 18 months after the date of the enactment of this Act. (2) Clause b.— Clause (B) of such sentence shall apply to cards presented on or after 3 years after the date of the enactment of this Act.
