SEC. 704. MISCELLANEOUS ADMINISTRATIVE PROVISIONS. (a) Postal Services.— The Commission may use the United States mails in the same manner and under the same conditions as other departments and agencies of the Government. (b) Gifts.— The Commission may accept, use, and dispose of gifts or donations of services or property. (c) Miscellaneous Administrative Support.— The Secretary of Defense, the Secretary of Veterans Affairs, and the Secretary of Labor shall, upon the request of the chairman of the Commission, furnish the Commission, on a reimbursable basis, any administrative and support services as the Commission may require.
