SEC. 319. PREAWARD AND POSTDELIVERY AUDIT OF BUS PURCHASES. Section 12 of the Urban Mass Transportation Act of 1964 is further amended by adding at the end thereof the following new subsection: “(j) Preaward and Postdelivery Audit of Bus Purchases.—For the purpose of assuring compliance with Federal motor vehicle safety requirements, the requirements of section 165 of the Surface Transportation Assistance Act of 1982 (relating to purchases of American products), and bid specifications requirements of recipients of grants under this Act, the Secretary shall issue regulations requiring a preaward and postdelivery audit with respect to any grant under this Act for the purchase of buses and other rolling stock. For the purposes of such audit, manufacturer certification shall not be sufficient, and independent inspections and auditing shall be required.”. 101 STAT. 235
