NATIONAL INTELLIGENCE COUNCIL.
SEC. 806. NATIONAL INTELLIGENCE COUNCIL. Section 103(b) of the National Security Act of 1947 (50 U.S.C. 403—3(b)) is amended— (1) in paragraph (1)(B), by inserting “, or as contractors of the Council or employees of such contractors,” after “on the Council”; (2) in paragraph (2)— (A) by striking out “and” at the end of subparagraph (A); 110 STAT. 3480 (B) by redesignating subparagraph (B) as subparagraph (C); and (C) by inserting after subparagraph (A) the following new subparagraph (B): “(B) evaluate community-wide collection and production of intelligence by the intelligence community and the requirements and resources of such collection and production; and”; (3) by redesignating paragraphs (4) and (5) as paragraphs (5) and (6), respectively; (4) by inserting after paragraph (3) the following new paragraph (4): “(4) Subject to the direction and control of the Director of Central Intelligence, the Council may carry out its responsibilities under this subsection by contract, including contracts for substantive experts necessary to assist the Council with particular assessments under this subsection.”; and (5) in paragraph (5), as so redesignated, by adding at the end the following: “The Council shall also be readily accessible to policymaking officials and other appropriate individuals not otherwise associated with the intelligence community”.
