SEC. 206. RECRUITING. (a) Campus Recruiting.— Section 558 of the National Defense Authorization Act for Fiscal Year 1995 (108 Stat. 2776) is amended— (1) by inserting “or the Department of Transportation” in subsection (a)(1) after “the Department of Defense”; (2) by inserting “or the Secretary of Transportation” after “the Secretary of Defense” in subsection (a)(1); and (3) by inserting “and the Secretary of Transportation” after “the Secretary of Education” in subsection (b). (b) Funds for Recruiting.— The text of section 468 of title 14, United States Code, is amended to read as follows: “The Coast Guard may expend operating expense funds for recruiting activities, including but not limited to advertising and entertainment, in order to— “(1) obtain recruits for the Service and cadet applicants; and “(2) gain support of recruiting objectives from those who may assist in the recruiting effort.”. (c) Recruitment of Women and Minorities.— Not later than January 31, 1997, the Commandant of the Coast Guard shall report to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, on the status of and the problems in recruitment of women and minorities into the Coast Guard. The report shall contain specific plans to increase the recruitment of women and minorities and legislative recommendations needed to increase the recruitment of women and minorities.
