SEC. 108. AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated for grants under this title such sums as may be necessary for each of fiscal years 1998, 1999, 2000, and 2001. This section shall take effect on the date of the enactment of this Act.
