Sec. 314. Notwithstanding any other provision of law, effective September 1, 1995, the Committee on House Oversight of the House of Representatives shall have authority— (1) to combine the House of Representatives Clerk Hire Allowance, Official Expenses Allowance, and Official Mail Allowance into a single allowance, to be known as the “Members” Representational Allowance”; and 109 STAT. 539 (2) to prescribe regulations relating to allocations, expenditures, and other matters with respect to the Members’ Representational Allowance. This Act may be cited as the “Legislative Branch Appropriations Act, 1996”.
