SEC. 301. TRAFFIC MONITORING, MANAGEMENT, AND CONTROL ON NHS. (a) Eligibility.—Section 103(i) of title 23, United States Code, is amended by striking paragraph (8) and inserting the following: “(8) Capital and operating costs for traffic monitoring, management, and control facilities and programs.”. (b) Definitions.—Section 101(a) of such title is amended— (1) in the undesignated paragraph relating to the term “project” by inserting before the period at the end the following: “or any other undertaking eligible for assistance under this title”; and (2) by striking the undesignated paragraph relating to the term “startup costs for traffic management and control” and inserting the following: “The term ‘operating costs for traffic monitoring, management, and control’ includes labor costs, administrative costs, costs of utilities and rent, and other costs associated with the continuous operation of traffic control, such as integrated traffic control systems, incident management programs, and traffic control centers.”.
