SEC. 403. REPORTS TO CONGRESS. Section 716(a) of the Small Business Competitiveness Demonstration Program Act of 1988 (15 U.S.C. 644 note) is amended— (1) by striking “1996” and inserting “2000”; (2) by striking “for Federal Procurement Policy” and inserting “of the Small Business Administration”; and (3) by striking “Government Operations” and inserting “Government Reform and Oversight”.
