SEC. 3022. CONTRACT REQUIREMENTS. (a) Efficient Procurement.— Section 5325 is amended— (1) by striking subsections (b) and (c); (2) by redesignating subsection (d) as subsection (b); and (3) by adding at the end the following: “(c) Efficient Procurement.— A recipient may award a procurement contract under this chapter to other than the lowest bidder when the award furthers an objective consistent with the purposes of this chapter, including improved long-term operating efficiency and lower long-term costs.”.112 STAT. 364
