Sec. 301. The Department of Defense is directed to report to the congressional defense committees 30 days prior to transferring management, development, and acquisition authority over the elements of the National Missile Defense Program from the Military Services: Provided, That the Joint Requirements Oversight Council is directed to conduct an analysis and submit recommendations as to the recommended future roles of the Military Services with 111 STAT. 168respect to development and deployment of the elements of the National Missile Defense Program: Provided further, That the analysis and recommendations shall be submitted to the congressional defense committees within 60 days of enactment of this Act: Provided further, That for 60 days following enactment of this Act, the Department of Defense shall take no actions to delay or defer planned activities under the National Missile Defense Program based solely on the conduct of the Joint Requirements Oversight Council analysis.
