SEC. 408. CLARIFICATION OF ELIGIBILITY UNDER WELFARE-TO-WORK PROGRAMS. Section 403(a)(5)(C)(ii) of the Social Security Act (42 U.S.C.603(a)(5)(C)(ii)) is amended— 112 STAT. 673 (1) in the matter preceding subclause (I) by striking “of minors whose custodial parent is such a recipient”; (2) in subclause (I), by inserting “or the noncustodial parent” after “recipient”; and (3) in subclause (II), by striking “The individual—” and inserting “The recipient or the minor children of the non-custodial parent—”.
