SEC. 403. TEMPORARY REDUCTION IN NUMBER OF AIR FORCE COLONELS The number of officers that (but for this section) would be authorized under section 523 of title 10, United States Code, and 102 STAT. 1964other applicable provisions of law to be serving on active duty in the Air Force in the grade of colonel during fiscal year 1989 is hereby reduced by 125, and the number of such officers that (but for this section) would be so authorized to be serving on active duty during fiscal year 1990 is hereby reduced by 250.
