SEC. 107. FEDERAL-AID PRIMARY FORMULA.Section 108 of the Highway Improvement Act of 1982 (23 U.S.C. 104 note) is amended by striking out “and 1986” each place it appears and inserting in lieu thereof “1986, 1987, 1988, 1989, 1990, and 1991”.
