SEC. 231. SENSE OF CONGRESS ON NATIONAL MISSILE DEFENSE COVERAGE. It is the sense of Congress that— (1) any national missile defense system deployed by the United States must provide effective defense against limited, accidental, or unauthorized ballistic missile attack for all 50 States; and (2) the territories of the United States should be afforded effective protection against ballistic missile attack.
