SEC. 596. CDBG PUBLIC SERVICES CAP. (a) In General.— Section 105(a)(8) of the Housing and Community Development Act of 1974 (42 U.S.C. 5305(a)(8)) is amended by striking “1998” and inserting “2000”. (b) Effective Date.— The amendment made by this section is made on, and shall apply beginning upon, the date of the enactment of this Act.
