Sec. 116. Section 110(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1221 note) is amended— (1) in the matter preceding paragraph (1), by striking “later than” and all that follows through “Attorney” and inserting “later than October 15, 1998 (and not later than March 30, 2001, in the case of land border ports of entry and sea ports), the Attorney”; (2) in paragraph (1), by striking “and” at the end; (3) in paragraph (2), by striking the period at the end and inserting “; and”; and (4) by adding at the end the following: “(3) not significantly disrupt trade, tourism, or other legitimate cross-border traffic at land border ports of entry.”.
