SEC. 861. AUTHORIZATIONS OF APPROPRIATIONS. The funds authorized to be appropriated for any department or agency of the Federal Government for fiscal years 1999, 2000, 112 STAT. 2681–707or 2001 by this title are in addition to funds authorized to be appropriated for that department or agency for fiscal year 1999, 2000, or 2001 by any other provision of law.
