assistance for the people of lebanon Sec. 559. The Congress recognizes that the people of Lebanon have suffered greatly during much of the past two decades from the effects of natural disasters and civil strife. The Congress further recognizes that assistance provided through nongovernmental organizations has had a significant impact in mitigating the adverse consequences of these unfortunate events on the Lebanese people. Therefore, up to $5,000,000 of the funds appropriated by this Act to carry out the provisions of chapter 4 of part II of the Foreign Assistance Act of 1961 shall be made available to provide assistance for the people of Lebanon. Such assistance shall be made available only through the United Nations Children’s Fund, indigenous non-governmental organizations, or international organizations, and102 STAT. 2268–39 shall be provided in accordance with the general authorities, contained in section 491 of the Foreign Assistance Act of 1961.
