SEC. 1401. EFFECTIVE DATE. This title, and the amendments made by this title, shall take effect on the earlier of— (1) April 1, 1999; or (2) the date of abolition of the United States International Development Cooperation Agency pursuant to the reorganization plan described in section 1601.
