If the President makes available funds appropriated by this Act for the Cambodian non-Communist resistance forces, not to exceed $5,000,000 may be made available for such purpose, and such funds shall be derived from funds appropriated under the headings “Military Assistance’’ and “Economic Support Fund”, and shall be made available notwithstanding any other provision of law: Provided, That funds made available for this purpose shall be obligated in accordance with the provisions of section 906 of the International Security and Development Cooperation Act of 1985 (Public Law 99–83).
