Sec. 110. Appropriations in this Act shall not be available, during the fiscal year ending September 30, 1989, for the compensation of 102 STAT. 2269–9any person appointed to a permanent position in the District of Columbia government during any month in which the number of employees exceeds 38,471, the number of positions authorized by this Act.
