SEC. 140. PLANNING, DESIGN. AND CONSTRUCTION. Notwithstanding any other provision of law, the State of Arkansas may use funds apportioned to it under section 104(h)(5)(A) of title 23, United States Code, for the planning, design, and construction from Interstate Route I-40 to the boundary between Arkansas and Mis-101 STAT. 176souri of a 2-lane north-south highway which is on the Federal-aid primary system in Arkansas and passes through an urbanized area.
