SEC. 202. ELECTION OF ADVANCE PAYMENT OF WORK-STUDY ALLOWANCE. (a) In General.— The third sentence of section 3485(a)(1) is amended by striking “An individual shall be paid in advance” and inserting “An individual may elect, in a manner prescribed by the Secretary, to be paid in advance”. (b) Effective Date— The amendment made by subsection (a) shall apply with respect to agreements entered into under section 3485 of title 38, United States Code, on or after January 1, 1999.
