Sec. 409. (a) The Act approved August 25, 1958, as amended (Public Law 85–745; 3 U.S.C. 102 note), is amended by striking section 2. (b) Section 3214 of title 39, United States Code, is amended— (1) in subsection (a) by striking “(a) Subject to subsection (b), a” and inserting “A”; and (2) by striking subsection (b).
