Sec. 8106. (a) Such sums as may be necessary for fiscal year 1989 pay raises for programs funded by this Act shall be absorbed within the levels appropriated in this Act. (b) Sums appropriated in title I of this Act, Military Personnel, are reduced by $150,000,000 which will be realized by absorbing a portion of the pay raise requirements.
