Sec. 311. Notwithstanding Public Law 103–413, quarterly payments of funds to tribes and tribal organizations under annual 111 STAT. 1591funding agreements pursuant to section 108 of Public Law 93–638, as amended, beginning in fiscal year 1998 and therafter, may be made on the first business day following the first day of a fiscal quarter.
