SEC. 402. PERMANENT END STRENGTH LEVELS TO SUPPORT TWO MAJOR REGIONAL CONTINGENCIES. (a) Change in Permanent End Strengths.—Subsection (b) of section 691 of title 10, United States Code, is amended— (1) in paragraph (2), by striking out “395,000” and inserting in lieu thereof “390,802”; and (2) in paragraph (4), by striking out “381,000” and inserting in lieu thereof “371,577”. (b) Increased Flexibility for the Army.—Subsection (e) of such section is amended by inserting “or, in the case of the Army, by not more than 1.5 percent” before the period at the end.
