SEC. 1005. INCREASE IN FISCAL YEAR 1996 TRANSFER AUTHORITY. Section 1001(a)(2) of the National Defense Authorization Act for Fiscal Year 1996 (Public Law 104–106; 100 Stat. 414) is amended by striking out “$2,000,000,000” and inserting in lieu thereof “$3,100,000,000”.
