SEC. 3166. SENSE OF CONGRESS REGARDING THE Y–12 PLANT IN OAK RIDGE, TENNESSEE. It is the sense of Congress that the Y–12 Plant in Oak Ridge, Tennessee, should be used as a national prototype center and that other executive agencies should utilize this center, where appropriate, to maximize their efficiency and cost effectiveness.
