SEC. 752. FORMER AIRFIELD LANDS, GRANT PARISH, LOUISIANA. (a) In General.—Subject to the requirements of this section, the United States may release, without monetary consideration, all restrictions, conditions, and limitations on the use, encumbrance, or conveyance of certain land located in Grant Parish, Louisiana, identified as Tracts B, C, and D on the map entitled “Plat of Restricted Properties/Former Pollock Army Airfield, Pollock, Louisiana”, dated August 1, 1996, to the extent such restrictions, conditions, and limitations are enforceable by the United States, but the United States shall retain the right of access to, and use of, that land for national defense purposes in time of war or national emergency. (b) Conditions.—Any release under subsection (a) shall be subject to the following conditions: (1) In leasing or conveying any interest in the land with respect to which releases are granted under subsection (a), the party owning the property after the releases shall receive an amount that is equal to the fair lease value or the fair market value, as the case may be, as determined pursuant to regulations issued by the Secretary. (2) Any amount so received may be used only for the development, improvement, operation, or maintenance of the airport.
