SEC. 145. ADEQUATE COVERAGE FOR STATES. Section 508(a) of the Federal Crop Insurance Act (7 U.S.C. 1508(a)) is amended by adding at the end the following: “(7) Adequate coverage for states.— 114 STAT. 392 “(A) Definition of adequately served.—In this paragraph, the term ‘adequately served’ means having a participation rate that is at least 50 percent of the national average participation rate. “(B) Review.—The Board shall review the policies and plans of insurance that are offered by approved insurance providers under this title to determine if each State is adequately served by the policies and plans of insurance. “(C) Report.— “(i) In general.—Not later than 30 days after completion of the review under subparagraph (B), the Board shall submit to Congress a report on the results of the review. “(ii) Recommendations.—The report shall include recommendations to increase participation in States that are not adequately served by the policies and plans of insurance.”.
