Sec. 2406. For an additional amount for “Health Resources and Services Administration, Health Resources and Services", 114 STAT. 556$3,500,000, for the Saint John’s Lutheran Hospital in Libby, Montana, for construction and renovation of health care and other facilities and an additional amount for the “Economic Development Administration”, $8,000,000, only for a grant to the City of Libby, Montana, such amount to be transferred to the city upon its request, notwithstanding the provisions of any other law and without any local matching share or award conditions: Provided, That the entire amounts in this section are designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended: Provided further, That the entire amounts provided within this section shall be available only to the extent an official budget request that includes designation of the entire amounts of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress.
